With reference to your letter of 23rd ultimo, No. 29148/1901, forwarding copies of correspondence received from the Governor of Hong Kong, relative to the exemption from rates and taxes at present enjoyed by

Military Officers in that command, I am directed by the Secretary of State for War to acquaint you that, in the absence of any particulars as to the extra expense involved by the proposal to charge officers, from 1st January next, with rates and taxes, Mr. Secretary Brodrick is unable to estimate the effects of the change, especially with regard to the general increase in the Lodging Allowances suggested by the Governor.
